Plum Island & The Montauk Monster
Plum Island is an island off the shores of New York. Conspiracy theorists may focus on this island because it's access is controlled by the Department of Homeland Security. Many conspiracy theorists have a negative attitude towards centralized government, I.E the government planned 9/11. Genuine distrust and lack of information about what goes on at this facility surround this island. This has been brought on in large part because of Jesse Ventura's program called "Conspiracy Theory." They focus on the most common conspiracies in the United States.
His credibility is based around the fact that he has his own generated authority on the fact that he is the host of this show, and that he was an ex-Navy Seal (actually was never a trained Seal). They focus on what could possibly be going on behind closed doors in a secretive government building that has been accused of generating smallpox, avian flu and West Nile virus. While the center does focus on drug research, it is mostly for research on diseases that could affect the livestock in the United States, originally created to combat hoof-and-mouth disease.
Controversy erupted around this center when it was revealed that biological weapons were developed during the Cold War era, aimed towards crippling the Soviet livestock. This testing opened the door for conspiracy theorists like Jesse Ventura to look into what occurs at the center.

The most 'convincing' evidence towards the supposed horrors of animal testing and disease testing at Plum Island has been labeled the Montauk Monster, shown below.
This photo had shown up in multiple newspapers, found on a beach near the Montauk business district and gave way to an added aspect of the conspiracy about animal testing on the island.
Many conspiracists believed that this was a hybrid animal, since the animal pictured looks as though it has a hooked beak with a row of sharp teeth along it's lower jaw. Hairless and having a larger back end didn't draw any comparisons with any common animal, which opened up the door to the believed hybrid animal breeding.
Scientists and animal experts believe that it was washed ashore after a great amount of time in the ocean, meaning that the animal was bloated and hairless because of it's extended time in the water. They theorized that it was either a raccoon or a bulldog. As the photo gives no indication of it's relative size, the debate between the two animals is up for debate among scientists since the body was never examined.
